Youll have to put the FS22RMSubsidy.zip file in your FS 22 Mods folder. When you load into the game, you will have 10 million in your account (2 million of which is a loan, which you can pay back or not), and the achievement should pop automatically after a short while. It gives you free money (aka government subsidy) every in-game hour.
